Foster Garvey is pleased to welcome Dwayne Sam as Of Counsel and Bandhanjit Singh as Associate in the firm’s Washington, D.C. and Seattle offices, respectively. The arrivals of Dwayne and Bandhanjit add to the one dozen new attorneys who have joined Foster Garvey since the start of 2023, continuing the firm’s strong growth momentum across its bicoastal, full-service platform.
Dwayne Sam joins the firm's Communications, Telecom & Media practice and brings nearly a decade of experience helping clients navigate federal and state communications laws and regulations. His practice focuses on appellate review of FCC decisions and the prosecution and defense of federal district court actions. Dwayne also advises in matters involving constitutional issues, the interpretation and enforcement of federal statutes, and administrative law. Additionally, he represents clients on TCPA issues, ranging from defense in multi-million-dollar putative class actions to ongoing compliance counseling.
Previously, Dwayne served as a law clerk to Judge Janice Rogers Brown of the United States Court of Appeals for the D.C. Circuit and Judge George L. Russell, III, of the United States District Court for the District of Maryland.

Bandhanjit Singh is a former Law Clerk with Foster Garvey and rejoins the firm as a member of the Investment Management and Business & Corporate Finance groups. Bandhanjit has experience with general commercial diligence and contract review, including previously as a broker. He also practices in complex structured financing transactions, corporate securities, mergers and acquisitions, and corporate governance.
He obtained both a J.D. and Master of Jurisprudence from the University of Washington School of Law, where he was a member of the Middle Eastern & South Asian Law Student Association. During law school, Bandhanjit served as a Planning Commissioner with the City of SeaTac in Washington. He holds an M.B.A. and bachelor’s degree in Business from Pacific Lutheran University. Bandhanjit is also a licensed real estate broker in the State of Washington.
