Dwayne brings a deep understanding of the ever-evolving regulatory landscape for technology and telecom businesses, with a passion for finding innovative solutions for his clients.

Dwayne is a member of the firm's Communications, Telecom & Media practice and brings nearly a decade of experience helping clients navigate federal and state communications laws and regulations.

Leveraging his significant experience advocating before the Federal Communications Commission (FCC), he delivers comprehensive legal representation to radio and television broadcasters, guiding them through intricate regulatory frameworks to help achieve their business goals. As a seasoned advocate, he helps craft customized strategies for, and provides thorough counsel to, broadcasters on a diverse range of matters, including Equal Employment Opportunity (EEO) compliance, indecency, sweepstakes, contests, underwriting, ownership and attribution rules, as well as closed captioning and Electronic Program Guide (EPG) requirements.

Dwayne also serves as a trusted advisor on complex transactional matters, providing strategic analysis, structuring, negotiation, and drafting of commercial agreements that help clients minimize legal risks and secure more favorable terms. His transactional experience encompasses a wide range of issues, including broadcast station assignments, transfers of control, tower leases, and telecom user agreements.

Additionally, Dwayne has substantial litigation experience involving the appellate review of FCC decisions and the prosecution and defense of federal district court actions. Dwayne also advises in matters involving constitutional law, the interpretation and enforcement of federal statutes, and administrative law. In particular, he counsels clients on TCPA issues, ranging from defense in multimillion-dollar putative class actions to ongoing compliance requirements.

Prior to working in private practice, Dwayne served as a law clerk to Judge Janice Rogers Brown of the United States Court of Appeals for the D.C. Circuit and Judge George L. Russell, III, of the United States District Court for the District of Maryland.
